Elaine owns Howard Consulting, LLC, and specializes in website design and maintenance. A Great
Falls native, she moved to Butte in 1981 to manage the Montana Power Company's cultural resource program. While in that position, she also edited the biannual publication Archaeology in Montana.
Elaine has participated in a number of program planning and evaluation projects for organizations such as the Montana Committee for the Humanities, Montana Department of Natural Resources and Conservation, Butte-Silver Bow Preservation Plan Advisory Committee, and the Montana Cultural and Aesthetic Projects Advisory [Cultural Trust] Committee. She's also been a public hearing officer for Glacier National Park and the Montana Department of Fish, Wildlife & Parks.
She's served on the Butte Retired Senior Volunteer Program Advisory Council since 2000 and the Butte-Silver Bow Archives Board of Directors since April 2001. Elaine also enjoyed the opportunity to contribute to the Historic Landmark project as an Archives volunteer.
